M., vem pedir licença para com a maior submissão, levar ao conhecimento de S. M., os motivos que provocam o desgraçado estado em que se encontra a ilha de Santo Antão, pedindo providências; descrição e situação geográfica da ilha, clima, habitantes (21 mil), povoações, ribeiras; produções agrícolas, vinho e aguardente; existência de fome que mata muitos habitantes; cultura da urzela; necessidade de reforma, convencendo os proprietários das terras a mudar as plantações.
